AbstractPenelitian ini menganalisis strategi optimalisasi lahan kosong milik BUMN di Jalan Karya Wisata, Medan, menggunakan pendekatan Highest and Best Use dan Value-Based Decision. Penelitian menerapkan metode deskriptif dengan data primer dan sekunder yang diperoleh melalui observasi, wawancara, kuesioner, dokumen perusahaan, regulasi tata ruang, serta data pasar. Empat alternatif pengembangan dianalisis, yaitu rumah hunian, perkantoran dan komersial, sarana olahraga, dan kawasan mixed-use. Hasil menunjukkan bahwa seluruh alternatif layak secara legal dan fisik, tetapi hanya perkantoran-komersial dan mixed-use yang layak secara finansial. Perkantoran-komersial menghasilkan NPV tertinggi sebesar Rp8,50 miliar, sedangkan mixed-use menghasilkan IRR tertinggi 14,12% dan payback period tercepat 8,85 tahun. Sintesis AHP menempatkan mixed-use sebagai pilihan utama dengan skor 0,3178, sedangkan Satisficing Option menghasilkan nilai V 7,8446. Dengan demikian, mixed-use merupakan strategi paling optimal karena menyeimbangkan fungsi, biaya, produktivitas, dan keberlanjutan pendapatan aset. Pendekatan tersebut mempertahankan kepemilikan dan membuka sumber pendapatan berulang melalui integrasi fungsi hunian, bisnis, olahraga, serta layanan pendukung KeywordsLand optimization; Highest and Best Use; Value-Based Decision; Mixed-use development.
