Abstract

Digital transformation in governance has become a strategic agenda in efforts to improve the quality of public services, transparency, and bureaucratic accountability. However, its implementation in archipelagic regions faces far more complex challenges compared to mainland areas. This article aims to critically analyze the dynamics of digital transformation in Anambas Islands Regency as a representation of archipelagic regions in Indonesia. Using a qualitative approach based on literature review and policy analysis, this study finds that digital transformation in Anambas is still at an early stage and tends to be administrative-procedural in nature, not yet reaching substantive transformation in governance. Limited infrastructure, low human resource capacity, and a top-down policy approach are the main inhibiting factors. This article emphasizes that without a paradigm shift in governance and the strengthening of a collaborative approach, digital transformation risks becoming merely a symbolic project that does not provide significant impact on improving the quality of public services.
