Abstract


Penelitian ini menganalisis implementasi Global Energy Governance dalam pengelolaan Sungai Mekong sebagai sumber daya air bersama pada periode 2023–2025, dengan menggunakan kerangka analisis yang dikembangkan oleh Thijs Van de Graaf. Pendekatan ini menekankan empat komponen utama, yaitu aktor, institusi, norma/aturan, dan mekanisme global, serta lima tujuan utama, yakni keamanan energi, pembangunan ekonomi, keberlanjutan lingkungan, tata kelola domestik yang baik, dan keamanan internasional. Studi ini menunjukkan bahwa Mekong River Commission berperan sebagai aktor kunci dalam memfasilitasi kerja sama lintas negara melalui instrumen seperti Procedures for Notification, Prior Consultation, and Agreement (PNPCA) dan Basin Development Strategy (BDS) 2021–2030. Dalam praktiknya, pengembangan hidroenergi di kawasan Mekong berkontribusi terhadap pertumbuhan ekonomi regional dan integrasi pasar energi, namun juga menimbulkan tantangan serius terhadap keberlanjutan lingkungan, seperti degradasi ekosistem dan penurunan keanekaragaman hayati. Melalui mekanisme koordinasi, berbagi data, dan pendekatan berbasis bukti, MRC berupaya menyeimbangkan berbagai kepentingan tersebut. Meskipun demikian, penelitian ini menemukan bahwa masih terdapat kesenjangan dalam implementasi prinsip tata kelola yang baik, terutama terkait kepatuhan negara, transparansi, dan distribusi manfaat yang adil. Oleh karena itu, penguatan institusi, harmonisasi kebijakan nasional, dan peningkatan partisipasi aktor non-negara menjadi kunci dalam mewujudkan tata kelola energi dan sumber daya air yang berkelanjutan di kawasan Mekong.
