Ketahanan Pangan di Provinsi Riau: Tantangan dan Potensi Solusi Kebijakan Alternatif

Abstract


Penelitian ini berfokus pada ketahanan pangan di Provinsi Riau yang tercatat memiliki skor Indeks Ketahanan Pangan (IKP) 67,59 pada tahun 2022, menempatkannya di urutan keenam terbawah dari 34 provinsi di Indonesia. Tujuan penelitian ini adalah untuk mengidentifikasi dan menganalisis tantangan ketahanan pangan di Riau serta mengeksplorasi solusi kebijakan alternatif. Metode penelitian menggunakan pendekatan kualitatif yang melibatkan wawancara, dokumentasi, observasi lapangan, dan Focus Group Discussion (FGD). Data yang dikumpulkan dianalisis menggunakan NVivo 12 Plus. Hasil yang diharapkan adalah pemahaman mendalam tentang tantangan ketahanan pangan, identifikasi solusi kebijakan yang relevan dan berkelanjutan, serta rekomendasi kebijakan yang efektif. Temuan ini menunjukkan bahwa rendahnya indeks ketahanan pangan di Provinsi Riau akibat ketergantungan tinggi pada impor, degradasi lahan pertanian, keterbatasan infrastruktur distribusi, perubahan iklim ekstrem, dan fluktuasi harga pangan yang mempengaruhi daya beli masyarakat. Untuk mengatasi tantangan ini, lima strategi kebijakan dapat diterapkan, yaitu: penguatan produksi pangan lokal melalui akses teknologi dan subsidi, diversifikasi sumber pangan dengan mengembangkan komoditas alternatif, perbaikan sistem distribusi berbasis infrastruktur dan digitalisasi, intervensi pemerintah dalam bentuk subsidi serta kebijakan harga, serta edukasi gizi dan penerapan teknologi pertanian berkelanjutan
