AbstractABSTRAK Sektor minyak dan gas bumi merupakan sektor strategis yang berperan penting dalam pembangunan ekonomi daerah di wilayah penghasil sumber daya alam. Kabupaten Bojonegoro merespons kondisi tersebut melalui pembentukan Peraturan Daerah tentang Prioritas Penggunaan Tenaga Kerja Lokal untuk memastikan kegiatan industri migas memberikan manfaat langsung bagi masyarakat setempat. Kebijakan ini diarahkan pada pemenuhan hak-hak normatif pekerja lokal, seperti upah, jaminan sosial ketenagakerjaan, serta keselamatan dan kesehatan kerja (K3). Penelitian ini bertujuan menganalisis fungsi Peraturan Daerah tersebut sebagai instrumen perlindungan hukum bagi tenaga kerja lokal serta mengkaji kendala implementasinya dalam kerangka otonomi daerah. Metode yang digunakan adalah penelitian hukum yuridis normatif dengan pendeketan perundang-undangan dan konseptual. Hasil penelitian menunjukkan bahwa meskipun Peraturan Daerah telah memberikan dasar hukum perlindungan hak pekerja lokal, pelaksanaannya belum optimal akibat keterbatasan kewenangan pemerintah kabupaten dalam pengawasan dan penegakan sanksi ketenagakerjaan setelah berlakunya Undang-Undang Nomor 23 Tahun 2014. Sehingga diperlukan penguatan koordinasi antar tingkat pemerintahan untuk meningkatkan efektivitas perlindungan tenaga kerja lokal sektor migas. Kata Kunci: Tenaga Kerja Lokal, Hak Normatif Pekerja, Otonomi Daerah, Minyak dan Gas Bumi ABSTRACT The oil and gas sector is a strategic sector that plays an important role in regional economic development in areas rich in natural resources. Bojonegoro Regency has responded to this situation by establishing a Regional Regulation on the Priority Use of Local Labor to ensure that oil and gas industry activities provide direct benefits to the local community. This policy is aimed at fulfilling the normative rights of local workers, such as wages, employment social security, and occupational safety and health (OSH). This study aims to analyze the function of the Regional Regulation as a legal protection instrument for local workers and to examine the obstacles to its implementation within the framework of regional autonomy. The method used is normative juridical research with a legislative and conceptual approach. The results show that although the Regional Regulation has provided a legal basis for the protection of local workers' rights, its implementation has not been optimal due to the limited authority of district governments in supervising and enforcing labor sanctions after the enactment of Law No. 23 of 2014. Therefore, it is necessary to strengthen coordination between levels of government to improve the effectiveness of local labor protection in the oil and gas sector.
