PERAN UNI EROPA DALAM MENANGANI KONFLIK DI UKRAINA MELALUI EUROPEAN NEIGHBOURHOOD POLICY (ENP) TAHUN 2014-2019

Abstract


Dalam muatan kebijakan ENP (EU Neighborhood Policy), Uni Eropa memberikan kontribusinya untuk ikut andil dalam beberapa konflik di negara-negara perbatasan wilayah—baik wilayah enlargement maupun wilayah dibawah kebijakan Neighborhood Policy guna menjaga kestabilan di dalam wilayah kekuasaan regional. Dari beberapa negara yang terdaftar dalam naungan kebijakan ENP, jurnal ini membahas salah satu negara tetangga yang tengah berkonflik yakni negara Ukraina. Negara Ukraina merupakan salah satu negara yang berbatasan dengan wilayah regional kawasan Uni Eropa yangkerap kali mengalami konflik.Konflik yang terjadi di Ukraina merupakan konflik yang dapat mengancam stabilitas keamanan wilayah Uni Eropa. Konflik tersebut menimbulkan korban ribuan jiwa, dan menyebabkan beberapa aspek penting internal negara Ukraina semakin memburuk. Keadaan ini mengharuskan Uni Eropa untuk ikut andil dalam penyelesaian konflik.  Jurnal ini membahas bagaimana peran UE dalam menerapkan manajemen konflik di Ukraina. Penulis menggunakan konsep peran organisasi internasional dalam manajemen konflik dengan mengidentifikasi beberapa laporan-laporan yang telah dilakukan UE dengan penganalisaan secara kualitatif dan penggunaan data sekunder yang diperoleh dari studi literatur.
