Collaborative Governance Dalam Penanggulangan Banjir Di Kota Medan
Abstract
Tujuan penelitian ini ialah menganalisis collaborative governance yang dilaksanakan Pemerintah Kota Medan dalam menangani banjir dengan mengacu masalah pokok: bagaimana seharusnya Pemerintah Kota Medan menjalankan collaborative governance yang memadai?. Penelitian dilaksanakan dengan pendekatan kualitatif, dalam desain penelitian literature review. Literatur dihimpun secara online dari lima database akademis, meliputi Google Scholar, ResearchGate, DOAJ, SpringerLink, dan ScienceDirect. Data yang terkumpul di analisis secara kualitatif mengikuti langkah-langah Miles and Huberman. Penelitian ini mengungkapkan bahwa aspek-aspek penanganan banjir di Medan perlu ditindaklanjuti dengan memprioritaskan aspek governance dan distributive accountability, kemudian diikuti dengan aspek-aspek lain, yang secara berturut-turut meliputi: access to authority, information sharing, networked structure, dan leadership. Ketika mengambilan kebijakan kerja sama pada fase antisipasi, sebaiknya collaborative governance lebih ditekankan pada aktor akademisi dan pengambang software, karena hasilnya sangat berguna pada fase mitigasi dan resiliensi.
