Abstract


Pengelolaan sampah di Indonesia selama ini masih didominasi oleh pendekatan teknis dan ekonomi, sementara dimensi komunikasi lingkungan, kebijakan, dan partisipasi masyarakat sering kali terpinggirkan. Padahal, kompleksitas persoalan sampah menunjukkan bahwa solusi teknis semata tidak cukup untuk menjamin keberlanjutan sistem pengelolaan sampah. Artikel ini bertujuan untuk mengkaji secara kritis perkembangan literatur mengenai pengelolaan sampah di Indonesia dengan menekankan peran komunikasi lingkungan, kebijakan publik, dan partisipasi masyarakat. Penelitian ini menggunakan pendekatan tinjauan pustaka naratif terhadap artikel jurnal peer-reviewed yang relevan, dengan fokus pada konteks Indonesia dan dimensi non-teknis pengelolaan sampah. Hasil kajian menunjukkan bahwa literatur cenderung terfragmentasi antara studi teknis, kebijakan, dan komunikasi, sehingga melemahkan integrasi antarpendekatan dalam praktik. Temuan juga mengungkap bahwa kegagalan banyak program pengelolaan sampah lebih disebabkan oleh lemahnya komunikasi kebijakan, rendahnya partisipasi masyarakat, serta kurangnya pendekatan yang kontekstual dan partisipatif, dibandingkan keterbatasan teknologi itu sendiri. Artikel ini menawarkan kebaruan dengan memposisikan komunikasi lingkungan sebagai poros yang menghubungkan teknologi, kebijakan, dan praktik sosial dalam pengelolaan sampah. Secara konseptual, studi ini mendorong pergeseran paradigma dari pengelolaan sampah sebagai persoalan teknis menuju tata kelola sampah sebagai proses komunikasi dan perubahan sosial yang berkelanjutan. Temuan ini diharapkan dapat memperkaya diskursus akademik serta memberikan landasan reflektif bagi perumusan kebijakan dan praktik pengelolaan sampah yang lebih inklusif dan berkelanjutan di Indonesia
