AbstractDigital transformation in personnel administration is part of public administration reform and requires changes in work processes, employee competencies, and organizational governance. This study analyzes personnel service digitalization in Kerinci Regency from a public sector human resource management perspective. It adopts a qualitative literature review and document analysis using scholarly literature, regulations, and government publications. Digital Era Governance and electronic Human Resource Management provide the analytical framework. Reports on digital services for periodic salary-related decrees and civil servant leave indicate a transition from physical submissions to electronic procedures. The literature synthesis identifies three dimensions: administrative processes, digital employee capabilities, and organizational governance. Available evidence is insufficient to establish measurable improvements in efficiency or user satisfaction. The study proposes an integrated framework for assessing local government personnel administration innovation.
