Diplomasi Kemanusiaan Islamic Relief Worldwide (IRW) Dalam Penanganan Konflik Gaza Tahun 2023-2025

Abstract


Eskalasi konflik yang terjadi di Gaza sejak 7 Oktober 2023 telah menimbulkan krisis kemanusiaan yang berdampak luas terhadap masyarakat sipil Palestina, seperti tingginya korban jiwa, kerusakan infrastruktur, serta terbatasnya akses bantuan kemanusiaan. Dalam konflik Gaza, Islamic Relief Worldwide (IRW) aktif menjalankan perannya sebagai organisasi nonpemerintah yang berbasis agama dalam melakukan diplomasi kemanusiaan. Melalui teori diplomasi kemanusiaan oleh Minear dan Smith, penelitian ini memiliki tujuan untuk menganalisis peran IRW dalam penanganan konflik Gaza tahun 2023-2025. Penelitian ini menggunakan metode kualitatif dengan tipe deskriptif melalui studi pustaka dari laporan organisasi, jurnal, dan laman website resmi. Hasil penelitian menunjukkan bahwa IRW menjalankan empat aktivitas utama diplomasi kemanusiaan, yaitu 1) arranging the presence of humanitarian actors, 2) negotiating access to local citizens, 3) engaging in advocacy, dan 4) monitoring assistance programme. Melalui keempat aktivitas tersebut, IRW mampu mempertahankan operasional bantuan kemanusiaan kepada masyarakat sipil Palestina meskipun terdapat keterbatasan akses dan situasi keamanan yang tidak stabil bagi para staf IRW dalam menjalankan tugas mereka.
