AbstractPenerapan sistem merit dalam rekrutmen terbuka Jabatan Pimpinan Tinggi (JPT) Pratama gagal sebagai instrumen utama untuk mewujudkan demokrasi yang profesional dan berorientasi pada kinerja. Namun berbagai evaluasi menunjukkan adanya ketidaksesuaian antara kesesuaian prosedur dan legitimasi substantif dalam praktik di tingkat daerah. Penelitian ini bertujuan menganalisis secara kritis bagaimana sistem merit direproduksi dalam praktik rekrutmen terbuka JPT Pratama di Pemerintah Kabupaten Kerinci, dengan menelaah makna, legitimasi, dan efektivitasnya dalam konteks permintaan lokal. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus instrumental, melalui wawancara mendalam, observasi nonpartisipan, dan studi dokumentasi terhadap panitia seleksi, peserta seleksi, serta penyadap terkait. Hasil penelitian menunjukkan bahwa rekrutmen terbuka telah melaksanakan regulasi dan efektif secara administratif, tetapi masih dipraktikkan sebagai respons terhadap pengajaran jabatan, bukan sebagai bagian dari perencanaan strategi sumber daya manusia. Transparansi penilaian dan independensi panitia seleksi dinilai belum sepenuhnya membangun kepercayaan peserta, sehingga efektivitas substantif dan legitimasi sistem sosial merit masih bersifat parsial. Penelitian ini menyimpulkan bahwa keberhasilan rekrutmen terbuka tidak hanya ditentukan oleh kepatuhan prosedur, tetapi juga oleh internalisasi nilai merit, melindungi substantif, dan integrasinya dengan izin manajemen talenta
