Penguatan Jejaring Sosial dan Tata Kelola Desa Wisata Pesisir Menuju Pembangunan Berkelanjutan dan Terintegrasi di Kabupaten Kotabaru

Abstract


Pengembangan desa wisata pesisir di Indonesia menghadapi tantangan ganda: menjaga keberlanjutan ekologi dan budaya lokal, sekaligus meningkatkan kesejahteraan masyarakat. Artikel ini mengkaji dua studi kasus di Kabupaten Kotabaru, Kalimantan Selatan, yaitu Desa Wisata Sarang Tiung yang dekat dengan ibu kota kabupaten dan Pantai Teluk Tamiang yang jauh dari pusat kabupaten. Tujuan penelitian adalah untuk membandingkan struktur jejaring aktor, dinamika tata kelola, serta posisi nelayan dalam pengembangan pariwisata berbasis komunitas. Metode penelitian menggunakan pendekatan kualitatif dengan strategi studi kasus. Data dikumpulkan melalui wawancara, observasi lapangan, serta studi dokumen. Analisis dilakukan menggunakan Social Network Analysis (SNA) untuk memetakan aktor kunci dan pola relasi, serta Causal Loop Diagram (CLD) untuk mengidentifikasi mekanisme penguatan dan penyeimbang dalam sistem pariwisata. Hasil penelitian menunjukkan bahwa destinasi yang dekat dengan pusat kabupaten memiliki jejaring sosial yang lebih terintegrasi, dengan dukungan pemerintah dan sektor swasta yang kuat, sedangkan destinasi yang jauh cenderung bergantung pada kohesi sosial internal dengan keterhubungan eksternal yang lemah. Pokdarwis dan pemerintah desa berperan sebagai simpul inti dengan nilai centrality tinggi, namun nelayan justru termarginalkan dan hanya berfungsi sebagai pelengkap atraksi wisata. Kondisi ini mengindikasikan hilangnya peluang integrasi fisheries-based tourism yang dapat memperkuat resiliensi ekonomi dan identitas maritim.
